REGS User Group Charter

1. Organization

1.1 The Regulatory User Group (REGS) is comprised of interested representatives of the petroleum industry or government agencies involved in the regulation of the business and accounting functions conducted within the petroleum industry. All user group activities will be under the direction of a Chairperson(s) with an Executive Committee assisting in the handling of administrative and other business matters. Temporary task groups will be utilized to address specific business issues identified.

1.2 The user group is affiliated with the American Petroleum Institute’s (API) Petroleum Industry Data Exchange (PIDX) Committee.

 

2. Purpose

2.1 Serves as a focal point between the petroleum industry and government regulatory agencies for any Electronic Commerce regulatory reporting.

2.2 To establish, preferably ASC X12, single standard electronic data interchange reporting formats between the petroleum industry and all regulatory agencies requiring similar information.

 

3. Objectives

3.1 Encourage government regulatory agencies at all levels (federal, state, and local) to work with the petroleum industry prior to the establishment of any Electronic Commerce regulatory reporting formats.

3.2 Provide a forum for government regulatory agencies to work with each other and the petroleum industry in adopting a single uniform format for similar information currently reported in various multiple formats.

3.3 Consult, as needed, with the PIDX Standards Subcommittee in the development of conventions and standards.

3.4 Promote user interest in conjunction with the PIDX Promotion and Education Subcommittee.

 

4. Membership

4.1 Open to all interested petroleum industry parties and government regulatory agencies regardless of API affiliation.

4.2 A liaison from the Accredited Standards Committee (ASC) X12 Government Subcommittee of the American National Standards Institute (ANSI).

4.3 A liaison with all appropriate API and PIDX Subcommittees and User Groups.

4.4 Other attendees as invited by the Chairperson(s).

 

5. Officers

5.1 The PIDX Chairperson will appoint the position of Industry Chairperson(s).

5.2 A Government Co-Chairperson will be elected by the participating government regulatory agencies.

5.3 Subcommittee Chairperson(s) will be elected by Subcommittee members or appointed by the Co-Chairperson(s), as necessary.

5.4 The Executive Committee will be the Chairperson(s) and Subcommittee Chairpersons.

 

6. Meetings

6.1 Meetings will be conducted annually or at such times as may be called by the chairperson(s).

 

7. Voting

7.1 Majority polling with each agency or company present having one vote on general business, standards approval and changes to this charter.

 

8. Charter Review

8.1 The Charter shall be reviewed annually to ensure that the User Group meets the needs of the petroleum industry and the participating government regulatory agencies with respect to the electronic exchange of regulatory reporting matters.

 

9. Parliamentary Authority

9.1 All matters not covered by this Charter, API Policies and Practices shall apply, and further Roberts Rules of Order shall govern.

 

10. Terms of Office

10.1 Industry Chairperson(s) shall be appointed biannually by the PIDX Chairperson.

10.2 The Government Co-Chairperson shall be elected biannually and shall serve for no more than two consecutive terms.

10.3 The ASC X12 liaison appointed by the REGS User Group to the ASC X12 Government Subcommittee preferably for a period of two years.
